Comcare Approved Health and Safety Representative Training - Initial 5-Day Course
Course Overview
This is a Comcare approved Health and Safety Representative (HSR) course. The course meets the requirements for HSR training under the Commonwealth Work Health and Safety Act 2011.
Health and safety representatives (HSRs) working under the Comcare scheme are entitled to attend:
an initial five-day course of training
one day of refresher training each year.
This training must be provided by a Comcare-approved training provider. HSRs have the freedom to choose their own Comcare-approved training courses.
Section 72,Commonwealth Work Health and Safety Act 2011 refers to the person conducting a business or undertaking (PCBU) obligation to train HSRs.
Target Audience
The target audience for participation in this course includes all elected HSRs and Deputy HSRs under the CommonwealthWork Health and Safety Act 2011.
Course Delivery Options
Training will be conducted by one of our experienced trainer assessors who have work health and safety industry experience, strong knowledge of relevant legislation. All evaluations in this course are open book, and participants will have access to all learning materials such as legislation, codes of practice and participant guides.

Course Content
The intent of training is to develop a HSRβs and Deputy HSRβs skills so they can represent their work group and exercise their powers and functions under the Work Health and Safety Act 2011.
An overview of the legislative framework, the role and function of the Regulator, and range of enforcement options.
The negotiation of workgroups, the election process for HSRs, establishment and functions of Health and Safety Committee, as well as entitlements, rights and protections.
The nature of consultation and negotiation skills that can be used in work health and safety issue resolution.
Work health and safety risk management process, including hazard identification, assessment and hierarchy of control measures.
Information on inspections and associated practical application.
Incident reporting, notification and investigation will also be covered.
Issuing of provisional improvement notices (PINs) and directing the cessation of unsafe work.
Course Objectives
The course is intended to provide participants with information to assist HSRs carry out their role and functions under the work health and safety legislation. The specific learning objectives of the course include:
Interpreting the work health and safety legislative framework and its relationship to the HSR.
Identifying key parties, legislative obligations and duties.
Establishing representation in the workplace.
Participating in consultation and issue resolution.
Represent members in the work health and safety risk management process undertaken by the PCBU.
Issuing a provisional improvement notice (PIN) and directing the cessation of work.
Pre-requisites
HSRs and Deputy HSRs elected under the CommonwealthWork Health and Safety Act 2011.
Entry Requirements
For verification of identity, photo identification must be presented to the trainer at the commencement of the course.
Sufficient language, literacy and numeracy skills to complete the course (completion of forms, written tasks).
Ability to participate in group discussions and activities.
Fitness to participate in activities, including physical ability to participate in inspection and observation activities.
Comfortable, practical clothing, closed in shoes.
Specific personal protective equipment, if required, will be advised for face to face training course.
Award / Qualification
Upon successful completion, participants will receive a Statement of Attendance Certificate.
This certificate is issued by Conic Safety Consulting in its capacity as an approved provider of this Comcare Regulator approved course.
